Naming Video files

Are there any programs out there that you can use to name video file like you would mp3 files? Also do video files have any type of tags that we can edit?

WMV files, i know at least, have such tags

in Windows Media Encoder they allow you to specify the info

but thats only when you do an encode from an .avi or something like that
