I have searched the internet, and I can't find a straighforward answer:
If I get one of these cards, will it capture in raw TS format so that I can convert to XviD or DVD? Or does it use some proprietary ATI codec? I woudl only get it if it can capture raw 1920x1080i or 1280x720p TS files.

I know everyone is strapped for cash these days, but I'd encourage you to look at the MYHD MDP-120 or MDP-130 cards. They're very stable, capture in TS format, etc.

I have the ATI HDTV Wonder. It captures RAW files, but not in transport stream format. The RAW files can be exported to Hi-Def MPEG-2 using the ATI library software. The export process takes only seconds (or minutes depending on the length) and does NOT re-encode the file, so you get a 1:1 version of the raw HD file with proper MPEG-2 headers in HD resolution.
The exported files are pure HD mpeg-2 files, not a proprietary ATI codec.
You can then take these exported MPEG-2 files and convert them to Divx or Xvid using any software that accepts MPEG-2.
I have found that the card can capture 16-18 Mbps 1080i OTA streams without any problems, as long as you don't use your computer to do anything else.
