Hi all.
I am searching for the best way to convert my 128kbps MP3 to 32kbps, 32khz WMA 9 files. I am looking for a program that will have an equalizer or filters that will improve the quality of the WMA file after conversion. Is there any such software out there that can acomplish what I'm looking for?

Thank you.

EDIT: I found a way to make them sound better but it takes two steps and that is time consuming sometimes. I convert my MP3 to WAV PCM at 32000hz first and then convert it to WMA 32kbps 32khz. Is there software that can take the MP3 and resample it before re-encoding it?

I see possibilities with foobar2000 if wma has a command line encoder... but i'm not sure one exists.

if you have access to the uncompressed source of those mp3s, by all means encode off them. transcoding lossy to lossy does massive damage to the audio, far more so than encoding going from the original wav or whatever, even at a very low bitrate.

also, unless you absolutely need to go WMA at 32kbps, i'd advise against it. no song is so bad it deserves that kind of treatment (even WMA at 320kbps is nigh-on unlistenable in my opinion. it scales better than mp3 to the low bitrates, but only because it sounds as bad at a low bitrate as it does at a high one, where mp3 is really very good at 160kbps and above).

Ok thank you.
I don't have the originals though, I have a bunch of and continue to get 128kbps MP3 songs. I did, as I said up there find a way to make them sound good at this bitrate: by first resampling to 32000hz and then re-encoding to WMA. I need it in this format for streaming purposes. If there are any suggesions, please help. I have no other options here.

Thanks.

Does transcoding mp3 to mp3 (lower bitrate) damage to the audio ?
beside the lower quality due to lower bitrate.

Thanks
