is there any player that can play .jpg images as a movie?

I downloaded a few thousand .jpg's from someone's webcam. they are like screencaps. Is there anyway to get a player or convert these files into a stream of images that when played, will look like video?

like suppose i load up the images in windows picture viewer, and hold down the enter key, then it plays back, but tooo fast, like at 100fps or something. is there something that iwll do this or can i join the jpgs sequentially to make a vid or something?

like i said, i did try virtualdub but it joined the files too quickly, they play back real fast, like at 30fps, how do i say:

okay join this image sequence so that it plays back at 10 frames per second, not the usual 30 or 60 or whatever its doing
