Every time I come across an avi file enconded with the qpel option, I find out only after I wasted a DVD.

Is there a software to find out if the avi was encoded using this option?

I'm using a Philips 642.

AVICheck, GSpot or MPEG4Modifier.
AVICheck is probably the easiest. It was made by Sigma for Sigma based players, but it is fine for others. Just drag and drop. You will get an alert for qpel, since the Sigma chipset of the time couldn't handle it either.

Surely you can remember if you had qpel enabled or not though?

Mpeg4Modifier, which also allows you to remove packet bitstream, if you have problems with your standalone.

You mean I can make the files usable agains just bye "removing the packet bitstream" with Mpeg4Modifier? That means, I won't have to reencode the whole file?

You may want to re-read the forum rules (http://forum.doom9.org/forum-rules.htm) to which you agreed when you signed up to this forum, particularly #6. Your questions allude to working with downloaded material, as do the questions in this thread (http://forum.doom9.org/showthread.php?t=105037).

Sorry, but it doesn't apply. This is not "warez, cracks, serials or illegally obtained copyrighted content".

TV episodes (other thread) however, do apply, so I stopped asking for that.

Packed bitstream is only one component, qpel are gmc are also usually deal-breakers on hardware. If you use either you pretty much have to re-encode from source.
