I just found out that with DivXPro6.1.1, you can create Interactive video menus:

And it seems like matroska.org is also working on this structure, but is this possible now? or are they still working on this?

Try DVDMenuXtrator. It hasn't been updated in months though and last time I tried it VLC wouldn't play the output. I believe that there are some samples that work in VLC though.

You can create working menus in MP4, if MP4 is an option for you. Check around the forums for bond's MP4menu script. It might seem difficult at first, but the structure and how it works is pretty logical. Check out the minimal script to grasp the basics. Unfortunately, as far as I know there are no publicly available MP4 menu authoring programs, which I assume is due to lack of interest. A damn shame when you consider such a tool already exists for MKV, but as I read it above, the support in splitters is hit and miss,

GPAC Osmo player at least has the functionality for DVD like menus... I wonder if the MP4 systems code in Osmo could be "imported" into other players or splitters
