I decided to make this for people that have problems encoding their
audio with different sample rates.
It is a bit "newbish" since it is my first tutorial, however...
It has been tested and it does work and the results are very good.
First we have to load our AVI file to VirtualDubMod and Go to the
"Streams" tab. Once we are there we'll see the Audio Stream of our AVI.
Now we select either Demux or Save WAV to extract our Audio:

Now that we have our Audio extracted, we load it into BeLight.
From here we can select which audio conversion we'll use, but
I will go for MP3 since it's a very common choice.

Now we click on the "Advanced Settings" tab, and it will bring up another set of options like this one:

From here we can select the Option: "Convert Frame Rate from"
to our desired choice. If you are going to convert your Audio to
23.97, you would have to change it from the box, since 29.97 is the default.
Also, you don't have to worry about the pitch since it keeps it in place ;).
I haven't tried switching the frame rates around (23.97 to 25.00)
So i'm not sure if it will work, but if any of you has tried it please post it so we can verify this.
The last step is to Remux your AVI with the new encoded audio either with Nandub or AVIMuxer, and test the final result.
