CCE + AddBorders

Hi

What does CCE with the AddBorders option in avisynth.
Does it treats the movie as 4:3 after adding borders, since it resizve the movie to 720X480?
Can it tell the diffrents between the movie (720X360) and the boreders that had being added?
Should I check the letterbox option in CCE and mark the borders size, for helpin the encoding process (save bits etc..)?
Perhaps its better to resize and add borders (letterbox option) in CCE 2.70 and not avisynth?

I read some guides and I think the answers is that:
We add borders to resize the film to the correct NTSC (720X480) or PAL (720X576) standards. If we won't do this CCE will stretch the movie to this size. Later its possiable to check the letterbox option and add the size of the letterbox (borders) in CCE -picture quility options.
