Anyone know if there is any software to take multiple VBR .TS programs and mux them together into a single CBR multiplex with PID remapping, if required?
I have some VBR ~20mbit HD material in MPEG2 and I need to manufacture a 80mbit CBR mux with padding packets where required.
I don't mind if someone suggests a commercial offering, just I can't find anything to do this.

HDTV to MPEG-2 is able to join multiple files together!
However, if your streams have been encoded with VBR, they will stay VBR. As you can't change the nature of the stream (to CBR) without re-encoding it....

I think I did not explain correctly. I don't want to append one transport stream to another I want to multiplex one with another.
When a broadcaster sends out a .TS mux is it CBR (~80mbit for HD) which contains multiple VBR MPEG2 programs. I've stripped out one program which is VBR and want to recreate the original data rate from the tuner which means stuffing with blank packets to have the correct arrival time for the PIDs I am interested in.
I could write something, but I always say 'why reinvent the wheel'
