I just finished a 25 pack of 16x Fujifilm DVD+R. I was able to burn at 16x and all was good. Using Nero 7.14. I just bought a 50 pack of Fujifilm 16x DVD+R and nero says I can only burn at 4x. Why can't I burn higher than 4x like on my 25 pack before? (using NEC3520a).

Different pack, probably different MANUFACTURER (Fuji is the brand, but not necessarily the actual manufacturer) or dye, often results in different burning capabilities.
If you read the label carefully, I'm sure you'll find a reference to burn speeds of "From 1X to 16X"...
It's also possible that you may have to update your burner's firmware in order to obtain the 16X burn speed for this particular lot of media.
Personally, I'd avoid burning at 16X. Lower burn speed is a safer approach to successful burns ;>}

I just looked up Fuji 16x +R in an online store - the batch they sell is manufactured by Prodisc. I really wouldn't buy Fuji if they buy from Prodisc because Prodisc is no more than medium to crappy no-name quality. Rather get some Verbatim or TDK, they usually don't buy from crappy manufacturers. It's always best to check the media codes first (=the real manufacturer) and then buy more of the same batch.
Good media codes would be
MCC 03RG20 (Mitsubishi = Verbatim 16x)
TTH 02 (TDK 16x)
RITEK G05 (Ritek 16x, although some say the G05 aren't that good anymore as the G04 8x were)
TYG 02 (Tayo Yuden 8x - but beware there are fake TYG 02 codes on some discs, the only real TYG 02 I ever saw were multi-colored Verbatim 8x in slim cases)
I wouldn't buy the following:
PRODISC
CMC MAG (never!!)
