convert material

I got a NTSC dvd but the source was originally PAL and progressive i think, so its been converted
(25fps-> 30fps)

My question is how can i convert this back to 25fps. It looks bad at 30fps due to extreme ghosting between the 2 fields as its a high motion video.

Without a shord unprocessed clip (vob or original avi) around 10-15 seconds of motion to see the effect, no one can really help, since there's so many ways to badly trash a standards conversion. If you're lucky, repal might be just the trick though.
