I make my DVD's PAL (720x576) from AVI sources using free tools :

VirtualDub if I need to extract audio
QuEnc to encoding
Besweet for audio transcoding
sourceforge DVD Author to make DVD and ISO and Multiplex

But I notice a small hiccups on some DVDs when I play on my TV, home-dvd player

I don't know if it is due to burnning DVD speed or something else

what can I do ?

mplex doesn't make mux in a fully compliant fashion but it's probably not that.

If there are periods where the bitrate is really high then this can lead to issues in reading the disk. That's one possible explanation.

thanks for your reply

But how to configure CCE or QuenC to avoid bitrates peaks in VBR encoding ?

Is it with maxbitrate value ? i.e., if the average bitrate is 5000 kbps, what should be the maximum ?

I'm using 9000 for maxbitrate, but it seems that causes hiccups during playback

My experience is that CCE will respect and not exceed the maximum bit rate you set it to. The maximum bit rate depends on how long your video is and whether you have single or dual layer media to burn to. If you are using an average bit rate of 5000, I wouldn't recommend going up to 9000. Try using a more moderated range, such as a low bit rate of 4000, avg. of 5000 and a maximum of 6500. The bit rate of 9000 might be OK, but maybe your DVD player is having problems with it. I have never used QuEnc or the Sourceforge DVD Author, but your other tools should be OK.

I use a very similar system (the same except I use QuEnc for audio too) for making dvds and don't get any playback problems with a maximum bitrate of 8000. It's probably best to start low (by following jshumate) and see how high you can take it rather than starting high and seeing how low it needs to be.
