Closed GOV gone?

Hello all,

I am a newbie at XVID encoding, so I began searching to find where to start. I came across multiple sources and all of which directed me to turn on a feature called "Closed GOV". Well I downloaded the latest stable binary at Koepi's site and there is no Closed GOV.

Any help here would be appreciated!
