The only two VD Plugins that might are

1. Wavelet Noise Reductionn Free

2. Neat Video Price $100.00 US

I would do it Avisynth........alot more filters to deal with these problems

Use smart smoother filter from Donald Graft http://neuron2.net/smooth.html. Copy it into Plugins of VDub. Apply this filter to your material with parameters diameter 5, threshold 200.
