I have one AVI video file containing 15 small clips. And have 2 questions:
1. How can I simplify the creation of chapters for converting to matroska?
2. How can I create animated menu for mkv file with small preview for each chapter? What software should I use?

1) Just write down number of frames where chapters should start. You can use VirtualDub for this.
2) You can't. There is currently no tool to create menues for Matroska files.
