Framerate conversion

I downloaded some subtitle in srt format for movie with 23.976fps and my movie is 25.000fps. I use subrip 1.17.1 to convert that sub to 25fps and microdvd format. But when i convert back to srt i get same file with same time. When i that sub convert to mdvd format as 23 or 29fps and back to srt i also get same time i srt. I tried in subrip 1.50b1 and RadLight subtitle workshop 2.0

Please explain properly what you are trying to do. What is the point in converting srt to sub and then to srt back again? If all you want to do is to change 23.976 fps -> 25.000 fps, open the srt in Subtitle Workshop, select the output fps as 25.000 fps and save as new srt file. Done.
