Which program do you use for creating chapters at key scene points?

I have a collection of TV programs (mpg format) and movies i want to archive to DVD but i would like to run a program that will automatically find the scene change points.

I currently use WinDVD Creator 2 but it locates far too many points (regardless of the senstivity setting).
