is there any tool to allow me to change the timing of the vobsub subs? i know there is subresync but it is totally useless. I want to add/remove a given time for all timings or for a part of them and one by one. plz help.

Subresync _will_ do the job. Set a single "waypoint" and it will add/remove that time difference to all other subs.
