editing dvd menu

Hi,

I've replaced a subtitle stream on a dvd with a new custom one.
now i want to edit the setup part of the dvd menu.
(so it shows the new custom language)
i did this in paint and saved the new background as bmp
and with muxman i've created a vob file out of it.

i know its possible with dvd remake to integrate it in the dvd but is there a free alternative to do this because with the dvd-remake demo this isn't possible.

Whats the best way to do this?
