Power went while encoding

DVD RB Said it will contuine from the last segment it did.

Is this okay? Has anyone had this happen and the outputed dvd was damaged in someway?

Yes. It will pick up where it left off -- you should be ok as long as something else didn't get hurt (lby delayed writes, etc).
