I've tried finding them all around Doom9's forum site, and can't find them. I even checked the recipient e-mail I got when I first signed up. Can anybody help?

There's a link at the top of the page. Here it is:

I must admit I find it disappointing that you were unable to find the forum rules.... I wonder how many others are in the same position as you but could not be bothered to ask?
EDIT: This reminds me of about a suggestion I posted last year: -

And there's no reason why a direct link to "Doom9.org" could not be placed in there too: -

It might also be beneficial to include the "sanctions" on the same page as the actual numbered rules, rather than providing (what seems to me to be) a less than obvious link to the "sanctions" in a reference on the rules page.
Additionally, there are rules posted only as "stickies" in sub-forums, making reference to things such as "fair use". These should, perhaps also be incorporated in the primary rules page

Gee, thanks for putting me down and pointing out the obvious. Other people just don't think before they post. I did because I genuinely couldn't find it. Having used my f***ing eyes, I now know where to look.
Having said that, perhaps it should be a bit more obvious to the untrained eye. I.E, mine! ;)

My comment was not directed to "you" specifically... it was meant to be a general comment.
As mentioned a year ago, I would also like to see a link to the "forum rules" placed in a more obvious location, as it would seem the "in plain-sight" methodology is not working for everybody!
Cheers
