Hello I have some 5.4 ratio WMV files that I want to re-encode into 16.9 ratio pics ( hope i am using the correct terminology ) is there a programme that can do this and also allow u to move the picture within the 16.9 frame. so that as a scene changes u can move the frame so as not to have heads cut off etc ?
