I have an mpeg2 file, dvd format (pal), and after some testing I found out that to make the sound synch with the voices I had to add an audio delay of 180ms in media player classic. So I wonder how I can edit the file to make this permanent.
I tried tmpgenc, demultiplex, then merge/cut function to remove 180ms on the beginning of the video, then multiplex back. But the result was totally out of synch so that did not work..
Any other suggestions?

I think you should not try to remove 180ms from the video, but specify an audio delay or offset in the muxer settings instead. The muxers I am familiar with (MPlex, MuxMan and Rejig) all have an option to specify a delay for audio.
If you need more control over the amount of the delay, Cuttermaran is a nice solution. Just load the demuxed streams into the program. By rightclicking on the audio stream you can specify a delay value. The preview reflects all the changes you make, so it is very easy to find the right delay value. When you are happy with the result just add the whole clip to your cut list. Optionally Cuttermaran can even remux the resulting clip with MPlex or the Imago Muxer.
