What programs don't respect SAR?

I had a 528*480 video and set the SAR to 40:33
Which should give me a video playing at 4:3

However when I play it in Media Player Classic with latest Haali Media Splitter and the latest CelticDruid build of ffdshow

However it wasn't automatically working.....any suggestions?
