Cut DVD material at frame level

I know some application like Mpeg2cut2 or ChopperXp which can cut a VOB file at GOP level preserving all audio tracks, multi-angles and subtitles. It allows to remake a DVD with parts of different DVDs. Does exist a program which can do this at frame level? (not at chapter point like DVD rippers do)

Jalavera, doing it at the frame level is much much harder, as you might know, because P and B frames require other frames to be decoded, so you can't just cut in the middle of the GOP and hope that everything will be OK...
As far as I know TMPGenc DVDAuthor is able to do what you ask for: it decodes and re-encodes just enough to allow cutting at the frame level. But I don't think it can support multi-angle...
