What is the best way to do a 1:1 copy of dual-layer discs (no reauthoring or recompression). Is it best just to decrypt the DVD and the use Nero to burn it? Or would an app like cloneDVD work best.
I just want something that does a perfect copy without messing with the original structure. Thanks.

i hate to be pedantic, and although i am sure your wording was unintentional, could you please re-read the forum rules (http://forum.doom9.org/forum-rules.htm), in particular rule 12) which states Do not ask "what's best" because this question cannot be answered objectively. Each and everyone has their own view about what's best in a certain area. The best is what works best for you! anyways ...
personally i would use dvd decrypter in 'iso>read mode' to create a 1:1 .iso image of your original dvd, then 'iso > write mode' to then burn this image onto a blank dvd -9 (making sure you select the .mds file, and not the .iso file)
please note that this method may not work this easily for dvd's which contain newer forms of copy protection, however there are many methods around this, if you run into any problems.
