MeGUI 0.2.3.1c disables RDO for B-frames when no B-frames are used and won't let you move jobs beyond the edges of a queue anymore (this resulted in a crash before).

MeGUI 0.2.3.1c should be MeGUI 0.2.3.1b, right?
