I'm shopping for a video card. I want to be able to capture and do video editing and DVD Authoring. The system will be a P4 running XP Pro and 1 GIG or RAM. Any suggestions? I want something that'll work but not break the bank (unless is is really necessary.)

I assume you mean a "video capture card". "Video cards" send a signal to your PC monitor, they don't usually capture video unless they're a hybrid like ATI's All-In-Wonder models.
If you don't want to spend too much, you can try any card with a BT878 or 2388x chipsets. The BT878 is well documented, and there are many open source drivers available.
I use a Fusion HDTV Gold (CX2388x) to do my captures.

There's a package by Premiere which contains a capture device and a premium editing software for less than $100 - it gets very good reviews. Something cheap, if that's what you're looking for, would be ATI's TV Wonder VE, which you can find for $30. It uses the aforementioned BT878 chipset.
