You're getting cheeky answers because your question is ill-formed. A pixel is a pixel; it can't be blocky or not.
Are you really asking how to reduce blocking artifacts in MPEG streams due to low bitrates?
If so, you can try some deblocking filters, which you can find with a search. One possibility is the built-in postprocessing of DGDecode if your source is MPEG1/2. If your source is AVI, you can try BlindPP() or Deblock(), both also part of DGDecode. DGDecode is part of the DGMPGDec package.

i was going to put artefacts but wasnt sure of the term.
