Is it possible to have a layer change on a DVD where the seamless joint flag is set?

I have a Superbit DVD where the seamless joint flag is set (8) at layer change position.
So I assume it is not necessary to set the cell flag to non-seamless.

Found this on DVD-Mystified

....is also supposed to apply to a pair of cells intended to play seamlessly, but so-called seamless layer changes can be created by violating this rule...

Anyone can clarify?

I was never able to pin Mr. Taylor down on this point. It would seem, from those disks I've looked at that do seamless layer breaks (and there are many, not just superbit disks) the trick is to multiplex the joint between the cells as though it were a multi-angle or seamless multi-story transition. That is the multiplex rate is slowed to 8Mbps (instead of the normal 10.08) for a minimum of 2.5 seconds before AND after the break (like a PREU), and the audio buffers are starved (loaded with data as late as possible rather than the normal as soon as possible) as in any seamless joint. This allows enough time for refocusing the laser.
