After changing TargetSectors is a full restart needed?

I am fairly anal about disc size even if it won't make a bit of visable difference.
So I am often playing with the TargetSectors to eek every last bit out.
I normally start an encode over from the very beginning, but is that needed?
Can I just start from step 2?
I happen to doubt it, but worth a few words to ask.

yes, you have to rerun from the beginning because during Prepare the Targetsectors will be read.

If you use RB-Opt you can change the output size without doing Phase I again.
