When you mean "skip" do you mean remove the video content? If so, you can do this cutting process with Vobblanker.

Or the cell blanking one in VobBlanker might be easier.
Or if you don't wish to remove content, simply create a cell command in PgcEdit in cell 18 to Link CN cell 25. Remeber to set the flag to 10 as this will be a STC discontinuity.

Linking by cell is not recommended beyond cell 10 (problems with old players), so use programs. You create a cell command that says
LinkPGN 25
Then refer to it by number in the playback information table. If it is the only cell command it will be number 1.
And very important the the following cell have the seamless flag cleared, or the command will not execute on most players.

@mpucoder: very interesting information as usual but I do have a small linguistic problem with your description on my side :)
if you say "beyond cell 10" does that mean that one should avoid to
a) use any of the LinkCN family from cell no. 11 onwards - no matter what "direction"
b) hop (back || forth) over more than 10 cell, i.e.
50 -> 45 ~ back 5 = ok
20 -> 25 ~ fwd 5 = ok
25 -> 36 ~ fwd 11 != ok
c) does the limit/boundary imply re-used cells, i.e.
if cell 50 reuses cell 5, is 50 a no-go but 5 ok?
d) and last one: is this limit/boundary valid for both menus and titles, or are menus more "tolerant"?
I believe this could be a killer argument for the intended layout of a "Tutorial DVD" I'm working on which uses loads of menus with loads of cells (submenus) jumping back and forth.
