A strange problem [Anime Coding]

Hi all!
This is my first post...!
I have downloaded an Anime OVA... and Iwant to re-encode it in RV10... The video has a strange graphic problem...

Cos' of my noobness... I don't now how you call this kind of graphic effect... or how to fix it... Can you all help me with some filtering if it's possible? :D
