I am going to make a DVD soon and estimate that the average video bitrate will be of ~3200kbps. Would Quantizer characteristics=27 and DC Precision=9 bits be good settings for it? The video will be set at 672x544 with appropriate overscan borders.

The settings are ok. I'm using QC 30 and DC 10 as standard in my program.
Which matrix You'll use? You can try AVAMAT6, will do 3000 to 7500.
These are other recommendations:
Angle BestLow:
The Angel-matrices were used initially for minimizing interlocks at standard SVCD bitrates. For this purpose they completely quantize the high frequencies out of the picture. The advantage: The compressing on macroblock level functions better, which saves bitrate. Disadvantage: The picture loses sharpness, in addition Rainbow-effects or blocks in soft backgrounds can occur. This matrices are also suitable for the Extras were we decrease the bitrate. Best Low approx. 1900 - 2500 kbps
BDVD:
This matrix was created by the Brazilian BDVD Team and they claim that this is the matrix that will give the best results. But I must warn you that the first "Intra" value doesn't fit on the mpeg standard (16 should be 8). This can cause problems on some players. From the tests I made, I can say that it worths the risk, the results are pretty good.
Kika Comic Low CG:
Bit rate saving without end. Very well in order to remove/reduce noise, but produces some quantization errors. They become noticeable as visible blocks in monochrome faces, however only at the monitor, not on TV. But for that, as well as no blocking with scenes in motion. Good for for digital sources (CG) on a lower bitrate.

I am using QC 27 and DC 10, it is recommended in the help using 10 for DVDs.

Amnon82, what I'll be converting has not much detail to begin with, so the high compressibility matrices probably will probably make more harm than good. AVAMAT6 and BDVD (what would be the results of changing its first intra value to 8?) sound like good options, but don't appear in the dropdown list, where can I get them?
drob: yeah, I think I remember reading that DC10 was recommended for DVD, I'm too used to making SVCDs.

Here comes the help my friend:
Take a look at CQME (http://forum.doom9.org/showthread.php?t=73666). LigH coded it. This Matrices Editor exports also to CCE. Download qmatrix.zip to get all popular matrices, incl. mine.
If You change the first intra value to 8 You'll get a compatible matrix. 8 is standard, some thing else is normaly illegal.
If You want You can try AVAMAT6 and AVAMAT7 (aka AutoQ2Matrix). Both You can find in the file. LigH update it often.

Have you tried the hvs_best matrix? Some time ago, it was highly recommended for both low bitrate and high bitrate MPEG4 encodes.

I tried many matrices. After a while I wrote my own and kept them in use ...

So why not just use it with the first intra value as 8? Would that yield much worse quality? Also, in order to use a matrix, do I have to manually type all the values in CCE's Quantize Matrices settings section?
P.S: Ligh's qmatrix.zip doesn't have the BDVD matrix.
