Hi,
I found a couple of forums in the void with this same topic and unfortunately, the short answer is no, people report compatibility problems with the drivers.
However, you could just forget about Windows MCE and use Windows XP if you want to do it the hard way.
Let me try to explain: You could use a software called Girder to configure a remote control in Windows XP, the software is commercial, but older versions are free, there is a learning curve to make it work right.
Now, because you don't specify where you are located, I have to assume you are either in Europe or United States, this information is critical because you will not be able to use a CI Module in the United States (at least in a very limited range of satellites), in Europe, the range is much more ample due to the vast majority of legal services that work with CI+CAM+smart cards.
The Hauppauge Nexus-S DVB card contains a CI plug, but it is the one of premium cards and costs over US100.00, you also need to purchase separately a CI plus a CAM for the Encryption system you plan to subscribe, several stores in Germany and UK sell these devices.
