X264 Oversize Build 291

I get oversized output with the latest build and the following settings. Anyone else experienced this ?

Well,you should back value Bitrate variability to default(60 %),and Deblocking filter strength should be 0.

I suggest you to run a third pass and see if the ratecontrol is converging to the desired value.
